Swarna Jayanti Gram Swarozgar Yojna

 The Swarnjayanti Gram Swarozgar Yojana (SGSY) (External website that opens in a new window) was launched as an integrated programme for self-employment of the rural poor with effect from 1 April 1999. The objective of the scheme is to bring the assisted poor families above the poverty line by organising them into Self Help Groups (SHGs) through the process of social mobilisation, their training and capacity building and provision of income generating assets through a mix of bank credit and government subsidy. The scheme emphasizes establishment of activity clusters through selection of key activities based on aptitude and skill of the people, availability of resources and market potentiality. The scheme adopts a process approach and attempts to build the capacities of the rural poor. It provides for involvement of NGOs/CBOs/Individuals/Banks and Self Help Promoting Institutions in nurturing and development of SHGs, including skill development. The scheme provides for the cost of social intermediation and skill development training based on the local requirement. Flexibility has been given to the DRDAs/States in the utilisation of funds for training, sanction of Revolving Fund, subsidy for economic activity based on the stage of development of groups. The focus of the programme is on establishing a large number of micro-enterprises in rural areas based on the ability of the poor and potential of each area, both land-based and otherwise, for sustainable income generation. Due emphasis is being laid on different components such as capacity building of the poor, skill development training, credit, training, technology transfer, marketing and infrastructure. The subsidy allowed under the SGSY is 30 per cent of the total project cost, subject to a ceiling of Rs.7,500 (for SC/STs and disabled persons subsidy limit is 50 per cent of the project cost subject to a ceiling of Rs.10,000). For Self-Help Groups (SHGs), subsidy would be 50 per cent of the project cost subject to a ceiling of Rs.1.25 lakh or per capita subsidy of Rs.10,000, whichever is less. There is no monetary ceiling on subsidy for minor irrigation projects for SHGs as well as individual swarozgaris. The SGSY has a special focus on the vulnerable groups among the rural poor. SC/STs account for at least 50 per cent, women 40 per cent and the persons with physical disability constitute 3 per cent of the Swarozgaries respectively. The SGSY seeks to promote multiple credits rather than a one-time credit injection. The SHGs may consist of 10-20 members and in case of minor irrigation, and in case of disabled persons and difficult areas, i.e., hilly, desert and sparsely populated areas; this number may be a minimum of five. Self Help Groups should also be drawn from the BPL list approved by the Gram Sabha. The SHGs broadly go through three stages of evolution such as group formation, capital formation through the revolving fund and skill development and taking up of economic activity for income generation. Selection could be made up to 10 key activities per block based on local resources, occupational skills of the people and availability of market so that the Swarozgaris can draw suitable incomes from their investment. Under SGSY each block should concentrate on 4-5 selected key activities and attend to all aspects of these activities in a cluster approach, so that swarozgaris can draw sustainable income from their investments. The scheme lays special emphasis on development of swarozgaris through well designed training courses tailored to the activities selected and the requirement of each swarozgari. SGSY is being implemented through the District Rural Development Agencies (DRDAs) (External website that opens in a new window), with active involvement of panchayati raj institutions, banks and NGOs. It is financed on 75:25 cost-sharing basis between the Centre and the states.

Govt plan to strengthen state's statistical system

 The state government has launched a Bihar State Strategic Statistical Plan (BSSSP) to develop 20 core statistics, which aims to strengthen the statistical system of the state by ensuring improved coverage, quality, timeliness and credibility of the 20 key statistical indicators. Once this plan is implemented, one would be able to speedily access data with a click of mouse, without having to go through the cumbersome process of getting it manually. These core statistics, identified by the Centre, include, among others, state domestic product estimates, estimates of capital formation and savings, data on major fiscal variables, annual survey of industries, index of industrial production, environment and forestry statistics, housing, labour and employment, education and literacy, health and family welfare.

Special camps for Mahadalits held

Fatuha BDO has decided to organize special camps to address grievances of villagers with regard to Indira Awas Yojana, social security pension, payment of scholarships and other government schemes.

Directions in this regard were given to BDO Mohd Anisul Haque by Patna divisional commissioner K P Ramaiah on his visit to Mahadalit-dominated villages here on Tuesday. A large number of villagers gathered to apprise Ramaiah of their grievances at the camps even as heavy rain lashed the villages.

      राजधानी पटना के मिठापुर के समीप बसा हुआ सबसे पुराना मोहल्ला चाँदपुर बेला बार्ड न 17 जोकि पूर्व विधायक पंकज कुमार के त्तथा गणितज्ञ आनंद कुमार जी के मकान के समीप है जहा पर आजतक ना तो सड़क बन पाई है और ना ही नालियां। चुनाव के समय आज से तकरीबन 6 महिने पूर्व स्थानीय विधायक श्री नितीन नावीन जी के द्वारा सड़क का शिलान्यास किया गया था जिसका निर्माण कार्य जनवरी के माहिने से प्रारंभ हुआ था लेकिन आजतक सड़क का निर्माण पूर्ण नहीं हो सका। अर्धनिर्मित सड़क और खुले हुए मेन हौल के कारण लोगो का रास्ता चलना मुश्किल हो गया है। आज से दो दिन पूर्व एक व्यक्ति श्री हारेन्द्र पान्डे जी उस खुले हुए मेन हौल मे अपनी मोटरसाइकिल के साथ गिर परे जिसके कारण उन्हे गम्भीर चोटे आई है और उन्हे हस्पताल मे भर्ती करवाना परा केबल एक ही नही कई व्यक्ति खुले हुए मेन हौल मे गिर कर अपनेआप को घायल कर चुके है। नालियो कि स्थिति तो और भयावह है पानी गलियॉ मे जमा होगया है जिसके कारन लोगो का रहना दूभर हो गया है। मछरो का प्रकोप बढ्ता चला जा रहा है। स्थानीय संस्था पवनसुत सर्वांगिण विकास केंद्र के सचिव श्री राकेश दत्त मिश्रा ने समय समय  पर स्थानीय विधायक श्री नितीन नावीन जी को तथा  स्थानीय पार्षद श्री मुकेश कुमार ‘कौशल ‘ का ध्यान आकृष्ट करने का असफल प्रयास किया पर वार- वार आग्रह के बाद भी ना तो मुख्य सड़क और नाही गलियों का निर्माण कार्य किया जा सका।

    Teej, also known as Haritalika Teej is a popular fasting festival in India celebrated by the Hindu women in the month of Shravan (as per Hindu Calendar). Teej is primarily celebrated in Bihar, Uttar Pradesh, Rajasthan and Punjab and celebrates the arrival of monsoon after a long drawn out summer season. It is also said that Teej is a reunion festival dedicated to the Goddess Parvati, commemorating her union with Lord Shiva. On the actual day of Teej married women pray to Goddess Parvati for the well being of their husbands.     A meeting with a senior official of the Planning Commission will be held here on September 14 to prepare the feasibility of Metro rail, an official said on Friday.

    Chief minister Nitish Kumar is keen to give Patna a Metro rail -- similar to New Delhi. The Bihar capital is home to more than two million people.

    Having written 35 plays, he is known as Shakespeare. However, the only similarity is the same number of plays what Shakespeare has in account. He has written special things about common mass whereas Shakespeare wrote common things about special people. Mahendra Malangia is one of the milestones of modern theatre of Mithila, a cultural region depicting the sensibilities of people from Bihar and South Nepal. A farmer and teacher from a small multi-caste village, Malangia is devoted for theatre as to advocate the oppressed and disadvantaged wings of society.

    Like other parts of India, Mithila is also a highly cast-ridden society where ruthless differences can be seen in every walk of life; not only among people and customs but also in language as Maithili being the mother-tongue is categorised according to particular caste. If talking about arts, the region has witnessed the evolution of Mithila (Madhubani) painting and the development or degradation of various arts & crafts forms such as Sujni, Siki, Khatwa, Manjusha, folk music & dance, Vidyapati Sangeet etc.  Mithila too had the rich classical theatre in Sanskrit & Maithili before 15th century which was later replaced by the lively folk theatre practiced by untouchables.

    The early modern Maithili theatre practitioners initiated a theatre for upper casts mostly influenced by the classical theatre where the subjects discuss the life of either gods, positioned at the top of the god’s hierarchy or the people belong to the upper levels of the society. Side-by- side, the lower casts carried on with folk theatre, their own gods (Dalit gods), people and language. Ironically, there was no way of mingling the two streams of theatre as the intellectuals (almost all belong to the upper casts) always believed in either the former group or in ‘no theatre for civilised society’.

    Here came few daring and pioneering men, who took the oath to change the discourse by creating dialogues between the two opposite sections of society, Malangia was one of them. Now it is possible for one to observe the 5, 000 to 10, 000 couple of eyes watching some painted moving characters in a remote village of Bihar when the dark night stares at a lighted stage and enjoys ‘the saga of untold and the voices of unheard’. Malangia has crafted this magic in which the sons of oppressors portray the sons of oppressed with the genuine feelings and in their alleged crude or uncivilised language.

    This new form of theatre is a tribute to ever-neglected, downtrodden wing of society; well- written and well-performed by groups consisting members from diverse castes, religions and nationalities. The effective combination of realistic themes & styles with indigenous taste illustrate the untouched subjects such as the life of underprivileged, human relationship, contemporary picture of rural and semi-urban life, outstanding story design & dialogue and a theatre of all three generation in terms of aesthetics, thought and presentation style. The standard of creation & entertainment at the least resources develop low cost theatre, a demand of time and situation.

    Of all the languages of India Maithili is considered to be the sweetest and most cultured. It is needless to point out that Maithili is spoken by about 6 -7 crores of the people of not only India but abroad also. The most significant characteristic feature of this sweet language is that it has its own grammar ,literature, culture ,customs, almanac and geographical area .Maithili language is known all over the world for its sweetness, classical epics, melodious songs of Poet Vidyapati and what not. In the light of all this riches possessed by Maithili that it has been accorded a place in the Constitution of India.
    Cinema is supposed to be the vehicle of expression of literature of a language. Seeing the importance and popularity of the cinema, it has become a literary form. It is in a way a visual literature compact in itself.
    As far as Maithili cinema is considered, it has remained till date at back foot which is a matter of utter shame and serious concern for all the Maithils. However, some people have tried their best to heip Maithili cinema get its due. Let us delve deep into the history and milestones whatever of Maithili Cinema.
    It is a common knowledge that the first Maithili movie was Kanyadan (released in 1965 & Directed by Phani Majumdar), of which a significant portion was made in the Maithili language. The film's story in which the protagonist doesn’t know maithili language but decided to learn maithili as his wife knows only maithili language. It is based on the novel KANYADAAN by Harimohan Jha.
    Another maithili movie "Mamta Gaave Geet" was released in possibly 1984-85 and became very popular due to the melodious songs and good storyline. It is a matter of privilege that famous singers Geeta Dutta and Suman Kalyanpur, Mahendra Kapoor had given their voice to the songs.
    But after that no serious effort was done to make Maithil films. Although twi films Bhauji May (dubbed from Gujrati) and Jai Baba Baijnath also felt their presence.
    Nevertheless, Anand Mishra tried to revive it with his tele film “ Ijot” which depicts the hard reality of the youths of Mithilanchal.But unfortunately this films remained incomplete and could not be released. In this film Udit Narayan also gave his voice. It is to be noted that even before “ Ijot”, Anand Mishra also had come with a Maithili video “ Ena Katay Din”.
    Then came yet another superhit film “Sasta Jinagai Mahag Sinur”, released in 1999, which went a long way in revival of Maithili film Industries. Muarli Dhar, a great Director, Music composer, Singer, actor has directed this film. Moreover, Balkrishna Jha’s contribution in this film can also not be ruled out. All the songs of this movie sung by Md Aziz, Sadhana Sargam and Udit Narayan, Deepa Narayan became super hit and very popular thus breaking all success records. This maithili film's songs are still played in many village fairs and other Maithil gatherings.
    Another Maithili film" KAKHAN HARB DUKH MOR" based on life of great Maithil Poet Vidyapati proved yet another milestone in the history of Maithili Cinema with all its success and response from the audiences. Thanks to excellent performance by actor Phool Singh who played the role of Vidyapati and great music and soulful songs by Gyaneshwar Dubey the film became a huge hit.
    SENURAK LAAJ and DULARUA BABU are another great Maithili films which need to be viewed by one and all. Details of these films will be given in due course.
    Aau Piya Hamar Nagari presented by Ashu-Priya Production was released in 2000.Unfortunately the movie couldnot get success as expected inspite of brilliant plot and narrative technique. 90% of the picturisation of this film was executed in the direction of popular Director Murli Dhar. Dr Manikant Mishra had later declared himself the Director of the film due to a small strife.
    In 2007 November another Maithili film "Sindurdan" was released but the film was quickly withdrawn from theatres due to some sound problem.
    The feature film, Senuriya ,directed by B.D. Prasad Chaudhary, music by Gyaneshwar Dubey, is a two-and-a-half hour film, made by Ayushman Films. Surya and Diva Shree play the lead role as actors with Rami Reddy in a negative role. In fact, it is a film dubbed from Tamil into Maithili.
    Ek Chutki Sindur is presently in the lab and likely to be released shortly .
    Sajana Ke Angan Men Solaho Shringar , Mukhiya Jee and Piya Bhel Pardesi are the two important Maithili films which are in the pipeline. The former is scheduled to be released during Durga Puja. Rahul Sinha ,rakhi Tripathi and Murli Dhar are the important stars in the film.

    The railways has decided to run two weekly puja special trains on Kamakhaya-Lokmanya Tilak and Dibrugarh-Chandigarh

      The railways has decided to run two weekly puja special trains on Kamakhaya-Lokmanya Tilak and Dibrugarh-Chandigarh routes to clear rush of passengers during Durga Puja.

    These trains would run from September 15 and 16 respectively from their originating stations Kamakhaya and Dibrugarh, said ECR CPRO Neeraj Ambastha.

    According to him, while the railways would run Kamakhaya-Lokmanya Tilak special train (05649-05650) from Kamakhaya every Thursday from September 15 to November 7 via Patna and Mughalsarai route, it would run from Lokmanya Tilak station every Monday during this period.

    Similary, the railways would run Dibrugarh-Chandigarh special train (05903-05904) via Muzaffarpur-Hajipur route from September 16 to November 20 every Friday from Dibrugarh. On its return journey, it would run from Chandigarh every Sunday, Ambastha said.

    Ananta Chathurdashi Puja

      Anant Chaturdashi puja falls on the 14th day of Bhadrapad shukla paksha (first fortnight) of the Hindu calender year.
    Anant Chaturdashi has two main significances. The first is that it is the day of the immersion of Ganapati (also called Ganapati Visarjan). Thus Lord Ganesha is given farewell, only to be welcomed the next year with equal excitement.

    The second significance is that this puja is basically that of Shri Vishnu or Shri Krishna Puja. On this day people recite and listen to the stories and legends of God Vishnu who is Anant, the infinite and recite hymns from the Vedas. This is sometimes also called Ananta Vrat. It is an expanded form of the Satyanarayana Puja.
    This pooja consists of Yamuna (river) puja, shesha (cobra) Puja and Anant Puja. The water kalash (pot) is assumed to be yamuna, cobra made of grass is Shesha and Anant consists of 14 knotted threads.
    For the puja 14 items are of relevance – 14 flowers, 14 fresh and dry fruits separately, 14 leaves of various trees. Even the food prepared and offered to God as prasad consists of 14 vegetables. Legend has it that this puja was mentioned about by Lord Shri Krishna to Pandavas after their defeat by Kauravas. It further tells about a sage Koundinya who went everywhere in search of Shri Anant. He had to undergo much agony and came across mysterious events before Shri Anant gave him Darshan.     ॥ श्री हनुमान चलीसा ॥.


    श्रीगुरु चरन सरोज रज निज मनु मुकरु सुधारि ।.

    बरनऊँ रधुबर बिमल जसु जो दायक फल चारि ॥.

    बुद्धिहीन तनु जानिके सुमिरौं पवनकुमार ।.

    बल बुद्धित बिद्या देहु मोहिं हरहु कलेस बिकार ॥.

    जय हनुमान ज्ञान गुन सागर । जय कपीस तिहुँ लोक उजागर ॥.

    राम दूत अतुलित बल धामा । अंजनिपुत्र पवनसुत नामा ॥.

    महाबीर बिक्रम बजरंगी । कुमति निवार सुमति के संगी ॥.

    कंचन बरन बिराज सुबेसा । कानन कुंचित केसा ॥.

    हाथ बज्र औ ध्वजा बिराजै । काँधे मूँज जनेऊ साजै ॥.

    संकर सुवन केसरीनन्दन । तेज प्रताप महा जग बन्दन ॥.

    विद्यावान गुनी अति चातुर । राम काज करिबे को आतुर ॥.

    प्रभु चरित्र सुनिबे को रसिया । राम लखन सीता मन बसिया ॥.

    सूक्ष्म रुप धरि सियाहिं दिखावा । विकट रुप धरि लंक जरावा ॥.

    भीम रुप धरि असुर सँहारे । रामच्न्द्र के काज सँवारे ॥.

    लाय सजीवन लखन जियाये । श्रीरधुबीर हरषि उर लाये ॥.

    रधुपति कीन्ही बहुत बड़ाई । तुम मम प्रिय भरतहि समाचार भाई ॥.

    सहस बदन तुम्हरों जस गावैं । अस कहीं श्रीपति कंठ लगावैं ॥.

    सनकादिक ब्रह्मादि मुनीसा । नारद सारद सहित अहीसा ॥.

    जम कुबेर दिगपाल जहाँ ते । कबि कोबिद कहीं सके कहाँ ते ॥.

    तुम उपकार सुग्रीवहिं किन्हा । राम मिलाय राज पद दीन्हा ॥.

    तुम्हरों मंत्र बिभीषन माना । लंकेस्वर भए सब जग जाना ॥.

    जुग सहस्त्र जोजन पर भानू । लील्यो ताहि मधुर फल जानू ॥.

    प्रभु मुद्रिका मेलि मुख माहीं । जलधि लाँघि गये अचरज नाहीं ॥.

    दुर्गम काज जगत के जेते । सुगम अनुग्रह तुम्हरे तेते ॥.

    राम दुआरे तुम रखवारे । हित न आज्ञा बिनु पैसारे ॥.

    सब सुख लहै तुम्हारी सरना । तुम रच्छक काहू को डरना ॥.

    आपन तेज सम्हारो आपै । तीनों लोक हाँक तें काँपै ॥.

    भूत पिसाच निकट नहिं आवै । महाबीर जब नाम सुनावै ॥.

    नासै रोग हरै सब पीरा । जपत निरंतर हनुमत बीरा ॥.

    संकट तें हनुमान छुड़ावै । मन क्रम बचन ध्यान जो लावै ॥.

    सब पर राम तपस्वी राजा । तिन के काज सकल तुम साजा ॥.

    और मनोरथ जो कोई लावै । सोई अमित जीवन फल पावै ॥.

    चारों जुग परताप तुम्हारा । है परसिद्ध जगत उजियारा ॥.

    साधु संत के तुम रखवारे । असुर निकन्दन राम दुलारे ॥.

    अष्ट सिद्धि लौ निधि के दाता । अस बर दीन जानकी माता ॥.

    राम रसायन तुम्हरे पासा । सदा रहो रघुपति के दासा ॥.

    तुम्हरे भजन राम को पावै । जनम जनम के दुख बिसरावै ॥.

    अंत काल रघुबर पुर जाई । जहाँ जन्म हरिभक्त कहाई ॥.

    और देवता चित्त न धरई । हनुमत सेई सर्ब सुख करई ॥.

    संकट कटै मिटै सब पीरा । जो सुमिरै हनुमत बलबीरा ॥.

    जै जै जै हनुमान गोसांई । कृपा करहु गुरु देव की नांई ॥.

    जो सत बार पाठ कर कोई । छोटहि बंदि मह सुख होई ॥.

    जो यहाँ पढ़ै हनुमान चलीसा । होय सिद्धि साखी गौरीसा ॥.

    तुलसीदास सदा हरि चेरा । कीजै नाथ हृदय मँह डेरा ॥.


    पवनतनय संकट हरन मंगल मूरति रूप ।.

    राम लखन सीता सहित हृदय बसहु सुर भूप ॥.

    ॥ सियावर रामचन्द्र की जय ॥.
